Job Description
Job Title: Director of Special Needs/Special Education Qualifications: Minimum of a valid L-5 certificate in the area of administration/supervision. Reports To: Superintendent Experience: Experience in Leadership, Special Education; preferred Terms of Employment: 12 months Job Goal: To provide sound educational programs for children who cannot sufficiently benefit from regular classroom programs. Performance Responsibilities: 1. Follows and enforces policies and programs essential to the needs of exceptional children. 2. Keeps informed of all legal requirements governing special education. 3. Provides leadership in establishing new programs and developing improved understanding of existing programs in special education. 4. Supervises and coordinates all special education services. 5. Establishes procedures for referral, evaluation, placement, and re-appraisal of students with regard to the special education program. 6. Develops and maintains complete and cumulative individual records of all children receiving special education services. 7. Assumes responsibility for compiling, maintaining, and filing all reports, records, and other documents required. 8. Consults with parents of students enrolled in the program. 9. Serves as a liaison between and among all community services, educational services, State Department of Education, Georgia Learning Resources System and any other agency involved in special education services. 10. Coordinates and responsible for the following programs and activities: a. student support teams b. Section 504 11. Maintains records and files as appropriate for the above-mentioned responsibilities. 12. Assumes responsibility for own professional growth and development; for keeping current with the literature, new research findings, and improved techniques; and for attending appropriate professional meetings and conventions. 12. Develops and monitors compliant and effective budgets to support students with disabilities. 13. Builds strong partnerships with parents, school leaders, instructional personnel, and district personnel in order to build support for students with disabilities. • 14. Partners with school and district personnel to assist in appropriate planning and implementation of school and district initiatives so that school and district personnel are equipped to provide successful educational programs for students with disabilities, as well as assist in appropriate planning and implementation of school and district initiatives so that school and district personnel are equipped to provide successful educational programs for students with disabilities. • 15. Partners with school personnel to assist students with disabilities access the state-approved general curriculum. 16. Partners with the department of teaching and learning, with guidance from the Assistant Superintendent, to plan and develop appropriate curriculum and instructional supports for students with disabilities. 17. Works to ensure that, to maximum extent appropriate, students with disabilities are educated with their nondisabled peers. 18. Implement systems of training, support and monitoring to ensure that students with disabilities are included appropriately in state-mandated assessments. 19. Submits all required reports to the Georgia Department of Education and other agencies accurately and in compliance with all expectations by the relevant agency. 20. Provides training, guidance, support, monitoring, and direct supervision as appropriate for school and district personnel to assist schools in implementing research-based, specially-designed instruction for students with disabilities in the least restrictive environment; special education and related services in compliance with the IDEA legislation and related federal and state laws, rules, and regulations. 21. Provides effective communication and support to parents of students with disabilities, and other stakeholders, to enhance the educational program provided for students with disabilities. 22. Other duties as assigned by the Superintendent. Evaluation: Performance of the job will be evaluated annually in accordance with provisions of the board’s policy on evaluation of administrative personnel. Works cooperatively with other Central Office Staff, principals, teachers, parents and community to ensure the above responsibilities are met effectively and efficiently. Monitors closely the student support teams to ensure that intervention strategies are used, documented and not effective before referral for special education is begun. |
